RCBank Meets New Minimum Capital Threshold Ahead of 2027 Deadline


Rokel Commercial Bank (RCBank) has posted a substantial increase in the bank’s share capital, which rose by 200 percent from Le91.4 billion to Le274.4 billion (old Leones).

This growth was supported by a profit before tax of Le192.8 billion and a profit after tax of Le143.9 billion, indicating improved profitability and balance sheet strength, according to its 2024 financial statements released by the Bank of Sierra Leone.

In 2024, the Bank of Sierra Leone introduced a revised minimum capital requirement of Le274,455,866 billion (old Leones) for commercial banks, to be met by the end of 2027. RCBank became the first commercial bank to meet this new threshold in the same year the policy was announced, placing it ahead of the regulatory timeline.

The bank has also signaled intentions to expand beyond Sierra Leone. In November 2024, a delegation led by Managing Director Dr. Walton Ekundayo Gilpin visited Liberia to assess the feasibility of establishing operations there. During the visit, the team held engagements with senior Liberian officials, including the Governor of the Central Bank of Liberia and the Minister of Finance, while reviewing market conditions and potential strategic partnerships.

According to the bank, the Liberia engagement forms part of a broader long-term strategy aimed at expanding RCBank’s footprint within the ECOWAS sub-region.

Management believes that regional expansion could contribute to asset growth, diversify revenue streams, and strengthen Sierra Leone’s presence in the West African financial sector.

As RCBank prepares to hold its Fifty-Second Annual General Meeting on Tuesday, January 20, the 2024 results point to a year of consolidation and forward planning.

With strengthened capital, early compliance with regulatory requirements, and exploratory steps toward regional expansion, the bank enters the next phase of its operations with a reinforced financial position.

RCBank Scoops 192. 8 Billion Profit, Records Le275.4 Billion Share Capital


The Bank of Sierra Leone had released the 2024 Financial statements of Rokel Commercial Bank and the figures show an unprecedented growth amidst growing competition and external shocks in financial markets

The biggest achievement for the bank is the massive leap from Le91.4 Billion (old Leones) to Le274.4 Billion (old Leones) indicating a 200% increase in share capital. This massive increase has come on the back of a Le192.8 Billion profit before tax and a Le143.9 Billion (old Leones) Profit after tax.

Whilst loans and advances grew by 33%, customer deposits grew by a significant 13% (Le3.3 Billion) from 2.9 Billion in 2023. Whilst shareholder equity also increased by 33% (951.5 Billion), loans and advances amounted to Le702.2 Billion.

As the Bank gears up to its Fifty-Second Annual General Meeting on Tuesday 20th January, it is clear that the steady nature that has characterized its growth trajectory over the last couple of years has been premised on focused leadership. It could be recalled that in 2024 when the bank of Sierra Leone set a minimum capital requirement of Le274, 455, 866 Billion for all commercial banks by the end of 2027, the Rokel Commercial Bank was the first to meet that threshold the same year (2024).

In more recent times, the bank had set it eyes on subregional expansion. A high-powered delegation led by the Managing Director, Dr Walton Ekundayo Gilpin departed Sierra Leone for sister Republic of Liberia in November last year. Their mission; to research and evaluate opportunities for establishing a banking presence in Liberia.

The team analyzed market data, met with key Liberian officials (including the Governor of the Central Bank and Minister of Finance), and engaged potential partners. Part of RCBank’s long-term vision for regional expansion and to position Sierra Leone as a key financial player in ECOWAS.

That move signifies RCBank’s ambition to export its innovative banking services beyond Sierra Leone.It aligns with Sierra Leone’s national vision for local institutions to expand across West Africa. Ideally, a successful entry would boost RCBank’s assets and profits, and enhance Sierra Leone’s regional financial standing.

Union Trust Bank Shareholders Challenges Bank of Sierra Leone Over RCBank Takeover


Shareholders of Union Trust Bank (UTB) have formally petitioned the Bank of Sierra Leone (BSL), requesting an immediate suspension of the central bank’s decision to place UTB under a caretaker management and approve Rokel Commercial Bank (RCB) as its acquirer.

The petition, filed by ACE Legal Partners on behalf of major UTB shareholders and consultant Dr. Jonathan Bangura, alleges significant statutory and constitutional violations in the process that led to the decision.

The petition was submitted in response to BSL’s public notice on December 8, 2025, which declared that UTB would be placed under caretaker management and that RCB would take over the bank.

According to the petitioners, the central bank’s actions contravene the Banking Act, 2019, particularly Section 69, which mandates a 45-day period for UTB to submit a capital restoration plan. They claim that BSL shortened this statutory period to just 30 days, disregarding the required timeframe.

In the petition, which is addressed to the Governor of the Bank of Sierra Leone, the shareholders argue that BSL’s letter of November 14, 2025, directed UTB to submit its capital restoration plan within 30 days. However, they assert that this period was inadequate, as it fell short of the 45 days required under the Banking Act.

The petition also highlights that the central bank failed to honor even the shortened 30-day period. According to the petitioners, the letter, received on November 18, 2025, set a deadline of December 18, 2025, for the submission. However, the resolution date in the BSL’s public notice was approximately 20 days later, in violation of both statutory and constitutional principles.

The petitioners claim that this deviation from the Banking Act not only constitutes a statutory breach but also amounts to a constitutional illegality. Citing Section 105 and Section 171(15) of the Sierra Leone Constitution, they argue that any law inconsistent with the constitution is void and of no effect. As such, the petitioners contend that BSL’s actions, which diverged from the Banking Act, are unconstitutional.

ACE Legal Partners, representing the shareholders, state that they act on behalf of several prominent UTB stakeholders, including Messrs. Sabanor Trust Investment Fund, Aureol Insurance Company, Mr. Mohamed Kwanza, Mr. Yayah Nesser, Ms. Yema Woobay, and Mr. Wusu B. Koroma. Additionally, they represent Dr. Jonathan Bangura, UTB’s consultant and the individual entrusted by the late founder and CEO of UTB, Mr. Sanpha Koroma, to oversee the bank’s succession and fiduciary transition.

The petitioners have outlined three primary requests in their letter to the Bank Governor. First, they call for an immediate suspension of the BSL’s December 8 public notice, asking that all receivership, resolution, and acquisition processes be put on hold pending a transparent and good-faith review.

Second, they demand an urgent meeting involving Dr. Bangura, key UTB stakeholders, the Director of Banking Supervision, and other senior BSL officials to engage substantively on the proposed roadmap for the bank’s future. Finally, they seek approval from the central bank to proceed with UTB’s recapitalization and restructuring plan, which they assert should be carried out under BSL’s direct supervisory oversight.

In support of their position, the petitioners reference several provisions of the Banking Act, 2019, including Sections 116(1), 59, 66, 67, and 69. They also invoke constitutional principles of “fair administrative actions” and common law doctrines such as “legality, reasonableness, proportionality, and procedural fairness.”

The petitioners have expressed their hope that the Bank Governor will give “kind consideration” to their requests and allow for a swift and transparent review of their proposed recapitalization plan under the supervision of BSL. As of the time of writing, the Bank of Sierra Leone has not publicly responded to the petition.

The petitioners argue that the statutory instruments regulating public entities, such as the Bank of Sierra Leone, have quasi-constitutional effect, as they define the scope of executive discretion. They conclude that any deviation from the Banking Act would constitute not just a statutory breach, but a constitutional illegality, with far-reaching consequences for the integrity of the country’s financial system.

Kindo Armani, along with RCBank’s VISA activation team, has been educating the public about the benefits of these digital products. “With RCBank pre-paid card, you don’t need to have a bank account.

The card can be used anywhere in the world where cards are accepted. We are making payments seamless in Sierra Leone,” he stated. He highlighted that customers can shop online, pay bills, and make hotel and airline bookings using a VISA card.

To obtain a VISA card, customers need to present a valid ID and make an initial deposit of NLE 200, without requiring a bank account. Cardholders can access cash through any Automated Teller Machine (ATM) worldwide.

RCBank’s digital cards are part of its commitment to providing modern and efficient banking services while promoting financial inclusion for individuals previously excluded from the banking system.

The cards are a key feature of RCBank’s E-banking package, known as “E-baskit,” which allows customers to conduct various banking activities online and via mobile, reducing the need for physical branch visits.

Through this campaign, RCBank aims to enhance financial inclusion and support the National Payment Switch, contributing to the transformation of the banking landscape in Sierra Leone.

The Managing Director of Rokel Commercial Bank (RCBank), Dr Ekundayo Walton Gilpin, reaffirmed the bank’s unwavering support for Sierra Leone’s agricultural sector at the commissioning of the Eastern Farmers Poultry Feed Mill Plant on March 12, 2025.

Minister of Agriculture Prince Henry Kpaka praised EFAGE’s initiative, emphasizing that Sierra Leone must reduce its reliance on food imports.

“We have no business importing poultry products when we can produce them locally. Currently, the government spends between $15 and $20 million annually on poultry imports,” Minister Kpaka remarked. He added that the feed mill aligns with the Feed Salone initiative, which aims to achieve food security through local production. Speaking at the event, EFAGE Chairman Sahr Jusu emphasized the urgent need for strategic investments in the poultry sector. He noted that by 2024, it had become evident that the industry required a reliable supply of high-quality feed to ensure sustainable growth.

“We recognized the critical need for targeted investment in feed formulation to enhance productivity,” Jusu stated. To address this gap, EFAGE partnered with Trouw Nutrition, a subsidiary of Nutreco in the Netherlands, which boasts 125 years of expertise in animal nutrition and concentrate formulation.

The newly constructed Eastern Farmers Poultry Feed Mill is set to revolutionize poultry farming in eastern Sierra Leone. By enabling farmers to produce and sell high-quality animal feed locally, the plant will significantly reduce reliance on costly imports and create a more sustainable and resilient supply chain.

This initiative is expected to:

Enhance food security by ensuring a steady supply of affordable poultry feed.

Generate employment opportunities across various sectors, from production to distribution.

Boost the livestock industry, making poultry farming more profitable for local farmers.
