The National Investment Board (NIB) and the National Revenue Authority (NRA) have announced a collaborative partnership aimed at simplifying business registration and improving revenue collection processes in Sierra Leone.

The initiative, discussed at a meeting held on February 3, 2025, reflects the government’s commitment to fostering a more attractive investment climate and driving economic growth.

Dr. Edward Hinga Sandy, Executive Director of the NIB, emphasized the significance of the partnership, linking the establishment of the NIB to President Julius Maada Bio’s vision for a stronger investment landscape. He highlighted ongoing government efforts to create a “one-stop shop” for business registration, facilitation, and retention, designed to streamline operations for investors while ensuring compliance with national regulations.

Dr. Sandy stressed the importance of collaboration with the NRA in improving the business environment, noting that a more efficient registration and revenue collection system would attract increased investment, encourage compliance, and generally create a more business-friendly atmosphere.

Speaking on the issue of granting loans, Dr. Gilpin states”debt collection is in trouble- especially when it comes to the delinquent credit. According to figures from the International Monetary’s fund‘s Global Financial Stability Report non-performing loans make up 3.925% of total gross global loans,”

Mr. Adikalie S. Kamara, Head of Operations at RCBank pointed out that the essence of the Banking system is to bring safety and soundness of the financial sector adding that there is low public understanding about loan initiation and the importance of the financial sector. He pointed out that there is a stand out guidelines by the Central Bank not to have more than 10% of loans in nonperforming category as it would be described as a delinquent loans, He applauded SLONEC as a new Financial Company set up by Sierra Leoneans to come together to contribute to enhance the financial sector.

He emphasiszed on the need for customers that will enhance the availability and procedures of securing a loan adding that the Bank Prioritizes financial literacy in a bid to enhance customers Protection. He affirmed that over the years, the leadership of RCBank have been doing public Lectures at Universities and in Public Places both national and International, which is a core value of the Sierra Leone National Strategy for Financial Inclusion (NSFI 2022-2026).

He added that as a bank, they have seen how climate Change and environmental issues are impacting the world adversely, and it is so important that the country embraces urgent actions for positive climate change.

New Online Business Company, Super Advertis Shuts Down in Sierra Leone


Newly introduced online business Company, Super Advertis has announced to customers that it will shut down in 2 – 3 days from today Tuesday 2nd January 2024.

This announcement was made on its website early today. According to the announcement, all funds of the company have been frozen by Orange, hence the reason for its shutdown.

The Company has directed its users and partners to go to Rakuten, which it stated is its other branch, to retrieve all their money.

It further directed that they contact the manager of Rakuten and send their account ID as well as their balance screenshots, to handle fund withdrawals.

The development comes a few days after mobile money giant, Orange disassociated itself of any partnership with Super Advertis saying it does not have any contractual dealings or in any way associated with the business/company.

Super Advertis company was introduced in Sierra Leone in 2023. The platform recruited online workers who were asked to complete daily tasks, with a daily income of 50-500 NLE. It also promised corresponding commissions by completing the increase in praise of the products on the platform.

Heavy Taxes Force Business Shutdowns in Freetown


Shops and businesses in Sierra Leone’s capital, Freetown, have been forced to close their doors due to the burden of heavy taxes imposed by the government. The situation remains in limbo as it’s unclear when these businesses will be able to resume operations.

As part of the government’s efforts to staunch revenue leakages, the installation of electronic machines is being implemented to ensure that not a single cent is lost. This initiative aligns with President Julius Maada Bio’s manifesto of blocking fiscal inefficiencies. Unfortunately, shop owners have placed blame on the National Revenue Authority (NRA) for exacerbating the harsh economic environment that they face daily.

Facing the brunt of this economic crunch, many traders have made the painful decision to leave Sierra Leone in search of more business-friendly climates in neighboring countries, with Liberia being the preferred destination to escape harassment and undue hindrances.

The situation has only worsened with a recent press release from the NRA, which imposes fines on taxpayers failing to integrate or complete the integration processes with the Electronic Cash Register (ECR) system. The press release warns that non-compliance will result in a penalty of 250,000,000 Leones and potential revenue loss assessments. The NRA, represented by Commissioner-General Ibrahim Brima Swarray, has given taxpayers a two-month grace period starting from October 20th of this year, during which the integration process can be facilitated for a minimal fee. Failure to meet this deadline will invoke penalties stipulated by law.

This shutdown marks the latest in a series of protests by businessmen in Freetown, with the introduction of the Goods and Services Tax (GST) system in 2022 being a major point of contention. Under this system, electronic machines will record sales and collect taxes, primarily affecting various businesses such as supermarkets, hotels, restaurants, bars, and more. The business community has expressed deep discomfort with these changes, viewing them as a form of economic exploitation, particularly in these times of economic hardship.

In response, businesses have grumbled that the NRA’s insistence on using these machines is an unnecessary burden and a potential exploitation of their economic challenges. Failure to issue a GST receipt generated from ECR machines can result in severe penalties, including hefty fines or imprisonment. To keep business afloat, GST taxpayers are required to notify the NRA of any issues during the installation and operation of these machines within 24 hours. They must also regularize their registration information to obtain a new Taxpayer Identification Number and install the machines promptly.

The relationship between the government and traders has deteriorated significantly due to these measures, leading to a dire business environment, with businesses folding under the strain. Business owners are now calling on the government to protect their businesses rather than impose further hardships.
